Background: Dr. Serik Orazgaliyev is an Associate Professor at Nazarbayev University Graduate School of Public Policy (NU GSPP) and Acting Chair at the Sustainable Development Solutions Network (SDSN) country chapter in Kazakhstan. He held visiting professor positions at Lee Kuan Yew School of Public Policy, National University of Singapore (2017) and at the Center for International Development and Environmental Research, Justus Liebig Universität (Germany, 2024). He holds a PhD degree in Development Studies from University of Cambridge and an LLM (Master of Laws in Public Law and Global Governance) from King's College London.
Research: Dr.Orazgaliyev's research mainly focuses on issues of sustainable development and public policy, governance and energy transition. He served as a Principal Investigator in Ministry of Science and Higher Education Grant, Transition to Sustainable Energy Program grant, NU SPG Grant, and as a co-PI in several other projects. He is a guest editor in the Environmental Research Letters (ERL) journal and the International Journal for Water Resources Development (IJWRD). His articles were published in Public Administration and Development (PAD), Sustainability, International Journal of the Commons and other journals.
Research with policy impact: Serik Orazgaliyev is a Principal Investigator in the SDG Barometer Survey Project, which provides a policy toolkit for analysing policy agendas and promotes inclusivity in the process of SDG prioritisation in developing countries. Serik Orazgaliyev is one of the global researchers who endorsed the Recommendations of the UN Sustainable Development Solutions Network (SDSN) for the Summit of the Future. These recommendations were published in Chapter One of the 2024 Sustainable Development Report (SDR2024): The SDGs and the UN Summit of the Future. He also contributed a chapter about Kazakhstan in the 'Fossil Fuel Production Gap Report', published by the United Nations Environment Programme. This report tracks the discrepancy between governments' planned fossil fuel production and global production levels consistent with goals to limit global warming.
Public Service: In April 2024, he received an appreciation letter from Kazakhstan's President Kassym-Zhomart Tokayev for his service in the country's Higher Educational system. S.Orazgaliyev is also a member of an Expert Group of the Senate of the Republic of Kazakhstan. Members of this expert group can make recommendations for amendments to the legislation that is under discussion in the Parliament. Since 2020, he served regularly on the committee for selecting candidates for the Presidential Cadre Reserve. S.Orazgaliyev is also a member of the consultative body for the World Bank's 2030 Water Resources Group Program for Kazakhstan.
Teaching: Serik Orazgaliyev teaches core modules in the Master in Public Policy program (Public Policy and Analysis) and in the PhD in Public Policy program (Law and Governance in Public Policy), as well as an elective course (Sustainable Development and Environmental Governance). He is also an instructor in 'The Leader of the New Formation' Executive Education module for senior-level civil servants working in government agencies. In the past, he taught several modules for the Asian Universities Alliance (AUA) teaching programs and was recognised with this organisation’s 'Honorary AUA Lecturer' Award. He is also a recipient of the Nazarbayev University Teaching Award (2022, Internationalisation category).
